Ofcom set out the qualifying requirements for the broadband universal service obligation (USO) where premises can request an affordable 10Mbit/s broadband connection if excess costs fall within a predetermined cost profile. Following an Ofcom investigation Ofcom is consulting to change the cost methodology to reduce the impact to consumers. This note summarises the proposed changes however and reminds our readers on the purpose and benefits of the USO and their role in promoting the benefits of the USO.
